Common questions
Who is my electric utility in ZIP 77963?
AEP Texas Central (AEPTC) OR Karnes Electric Cooperative is the utility that delivers electricity and restores outages in 77963 (Goliad). You choose a Retail Electric Provider (REP) for your plan and bill. The rate table at the top of this page shows today's lowest 77963 plans at 500, 1,000 and 2,000 kWh, and you can switch through WattKarma (PUCT broker #BR220202) at no cost.
Who do I call when the power goes out?
Match the provider on your bill: AEP Texas 866-223-8508 or Karnes EC 888-807-3952. Your REP (if any) does not restore poles/wires. Downed line: 911 + electric provider.
How do I start water service when I move into 77963?
Contact City of Goliad — Water & Utilities Department at 361-645-3454 or use the city’s published start/portal links. Goliad Water & Utilities 361-645-3454 (Mon–Fri ~8 a.m.–4:30 p.m. America/Chicago) at 152 W End St. Water emergency on-call 361-645-4945. Do not confuse with Goliad County Water Supply Corporation (separate WSC).
Who handles trash pickup in 77963?
City of Goliad sanitation (confirm with Water & Utilities). Phone: 361-645-3454. Confirm Goliad city sanitation vs private hauler with Water & Utilities. Multifamily often private.
Who provides natural gas, and what if I smell gas?
Piped gas is not confirmed for every 77963 address—many rural/coastal homes use propane. Where CenterPoint South Texas serves, start 800-427-7142; leak 888-876-5786. Suspected leak: leave immediately, then call 911 and your gas provider from a safe place.
Is electricity regulated or competitive here?
AEP Texas Central parcels: competitive REP choice. Karnes EC members generally cannot shop REPs.
Does Goliad use Houston, Dallas, or Corpus Christi 311?
No—Victoria / Port Lavaca / Crossroads communities do not use Houston 311, Dallas 311, or Corpus Christi 311 for local utilities. Life-threatening emergencies still dial 911.
Which internet providers serve 77963?
Common Coastal Bend / Crossroads options include AT&T Fiber, Spectrum, Frontier, Sparklight, and Suddenlink/Optimum where built; availability thins in rural Goliad/DeWitt/Calhoun parcels and on barrier islands. Use each provider’s checker with your full street address.
How do I tell competitive AEP wires from a co-op?
Look at your electric bill logo/payee and ESI ID. AEP Texas delivery bills show the TDU with a separate REP. Victoria EC, Jackson EC, and Karnes EC bills are from the cooperative (no REP shopping). Match outage numbers to your bill.
