Senate Bill 7 unbundled much of the ERCOT market: a transmission and distribution utility (TDU) owns the wires; a retail electric provider sells the kWh. Outages stay with the TDU. The rate and contract stay with the provider. That split is the shopping problem both Power to Choose and WattKarma try to solve.
Power to Choose is the official electricity plan comparison website run by the Public Utility Commission of Texas (PUCT). It lists retail plans offered by providers in areas of Texas open to competition.

A “top 10 cheapest at 1,000 kWh” table is only honest if it is live, ZIP-specific, and TDU-specific. CenterPoint, Oncor, AEP Texas, TNMP, and LP&L delivery charges are not the same number.
