What did Senate Bill 7 change?

Texas Senate Bill 7 (1999, implemented in the early 2000s) unbundled generation, transmission/distribution, and retail sales in much of ERCOT so eligible customers can choose a REP while the TDU still delivers power.

Why Texas lets you pick a provider.

Senate Bill 7 unbundled much of the ERCOT market: a transmission and distribution utility (TDU) owns the wires; a retail electric provider (REP) sells the kWh. Outages stay with the TDU. The rate and contract stay with the REP. That split is the whole shopping problem Power to Choose and WattKarma both try to solve.
